Set a dollar usage threshold for each Twilio subaccount. You can also send an email or call a webhook when the subaccount dollar usage threshold is passed within the month.
Automatically charge your client when the subaccount dollar usage is passed. The charged amount can be defined as well as the amount the threshold will be increased for further monitoring. At the end of the month, the threshold is reset to it's initial value.
